Troubleshooting help: signal wire showing 8V!

Installing a speeduino-based ECU into a Porsche 944 Turbo, using factory wiring harness (so converting NB to WB). Spartan 3 Lite v2 configured for LSU4.9. I followed the troubleshooting guide at the top of the forum, and can confirm

1 - switched power is 13V+ once engine is running; 0V with car on but before engine start

2 - sensor ground is 0V

3 - chassis ground is 0V

I haven’t checked the startup sequence to see if the voltage sweeps or moves, but once idling, the controller sensor signal is giving me 8V consistently. This is also true is I unplug the sensor from the controller. It should only be able to output 0-5V. I also get no change in reading from enriching or leaning my fuel settings.

Any idea what could be happening here?

Update: probably a faulty controller. 14point7 is sending me a fresh one. Amazing service!
