How to set range and is this possible?

I have Spartan 3 on the way but im not interested in having a standard round gauge in the car.
It’s an old carby car so no CAN bus etc.

I would like to use either a simple LCD or LED panel. Can’t find too much available off the shelf.

I can get the AFR Display from this kit:

But it’s designed to take a 0V = 7.4AFR to 5V = 22.4 AFR

Is it possible to program the Spartan with these values? If so how? I had a look at the user manual but couldn’t see it.
